Opening for the issuing of licences for land‑based casinos.

All interested parties are encouraged to submit an application to the Danish Gambling Authority. The application form and the list of required documentation can be downloaded from the Authority’s website.

The application material must be received by the Danish Gambling Authority no later than 3 November 2026. If the applicant does not meet the deadline, the application will not be considered.

All applications received will be sent for consultation to the local municipality, the local Chief of Police, the Ministry of Taxation, the Ministry of Business and, where relevant, the Danish Maritime Authority.

Applications may be submitted digitally as encrypted mail via Bluewhale or via the Danish Gambling Authority’s contact form. Further guidance is available on the Authority’s website at www.spillemyndigheden.dk.

Licence to operate a casino

Under section 14(1) of Consolidated Act No. 1182 of 22 September 2025 on gambling, the Danish Gambling Authority may grant licences for the establishment and operation of land‑based casinos. Licences are granted for periods of up to ten years at a time, cf. section 14(2).

There are currently seven active licences for land‑based casinos in Denmark. The casinos are located in Copenhagen S, Copenhagen V, Helsingør, Odense, Vejle, Aarhus and Aalborg.

When deciding whether a licence can be granted, the Danish Gambling Authority places emphasis on whether the applicant can be assumed to operate the land‑based casino in a fully professionally and financially responsible manner.

Criteria

In assessing the applications received, the Danish Gambling Authority will in particular consider the following:

• Professional suitability — including whether the applicant has experience with offering gambling or is otherwise qualified to operate a land‑based casino
• Financial soundness — including whether the applicant has sufficient liquidity, as operating a land‑based casino involves significant expenses
• Requirements for individuals  
• Requirements for the company and its executive management and board  
• Geographical considerations  
• Customer base  
• Detailed project description for the casino  
• Order‑related matters, size and location
