Here you can find Spillemyndigheden (the Danish Gambling Authority) finalised version 1.3 of Spillemyndigheden's requirements for accredited testing organisations, Spillemyndigheden's change management programme and Spillemyndigheden's technical standards.
Most of the revisions from version 1.2 are clarifications of the existing requirements. However, there are a few actual changes to them as well.
Significant changes include section 220.127.116.11 in Spillemyndigheden's technical standards where the method of calculating the return to players has been modified.
Spillemyndigheden's change management programme has been expanded to allow licence holders to postpone certification of significant changes for as much as three months in certain situations.
In Spillemyndigheden's requirements for accredited testing organisations the PCI-ASV requirement in category C has been removed and the requirement for re-testing of the gambling system after significant upgrades has been changed.
Please note that Spillemyndigheden will continue to accept certifications issued by testing organisations accredited in accordance with Spillemyndigheden's requirements for accredited testing organisations version 1.1 or 1.2 (Historical.zip under Downloads).
It should be emphasised that only the Danish version is legally binding and that the English version holds the status of guidance only.

Transitional scheme between the existing and updated certification programme
The Danish Gambling Authority is aware of the fact that most online license holders are planning to have their certifications renewed in the immediate future. With this in mind two options are available for the licence holders with regards to which version of the certification programme the individual license holder should choose the be certified in accordance with:
- The license holder can choose to be certified in accordance with version 1.3 of the certification programme. Renewed certification must be carried out within the framework of that certification programme and within the timeframe specified therein.
- The licence holder can choose to be certified in accordance with the updated certification programme (new version 1.0). If this option is chosen the license holder can postpone the renewal of their certification until December 31st 2014. The amount of time the renewed certification is postponed is subtracted from the following certification period. E.g. a license holder’s renewal of certification is due by September 1st 2014, but makes use of the option to postpone and the renewed certification is completed on December 1st 2014, then the following certification is due by September 2015. The license holder shall notify the Danish Gambling Authority 14 days before their next certification is due, should the license holder choose to be certified in accordance with the updated certification programme and make use the option to postpone.
The deadlines on vulnerability scanning and the quarterly report on change management cannot be postponed. These must be fulfilled in accordance with the existing certification programme, or, if possible, in accordance with the updated certification programme.
After January 1st 2015 every license holder must be certified in accordance with the updated certification programme.
The frequency for renewed certification is identical in both versions of the certification programme and no changes are intended.
