New rules on charity lottery: Apply for a licence

21, Nov 2024

Today, 21 November 2024, new rules on charity lotteries have entered into force. This means that it is possible to apply for a licence to hold a charity lottery under the new rules. Licences issued under the new rules will only be valid from 1 January 2025.

We have gathered all information about the new rules on our website lotteriregler.dk. Here, a series of questions will guide you to the licence category that fits your lottery offering. This is also where the application form is available. We have also compiled a "Frequently Asked Questions", where we have answered many of the questions that we expect you will be looking for answers to. As always, it is also possible to contact the Danish Gambling Authority with questions, but we encourage you to try to find answers on lotteriregler.dk first, as we expect the phones to be busy.

Preliminary licence

If you apply for a licence via the digital form between 25 November and 31 December 2024, you will automatically receive a preliminary licence. Thus, the Danish Gambling Authority will not process the applications received until the first half of 2025. You can hold a lottery with a preliminary licence from 1 January 2025. You should be aware that you must comply with all the requirements set out in the Gambling Act and the Executive Order on Charity Lotteries to ensure that your lottery is run legally.

Use the digital application form

The digital form is only available from 25 November 2024 due to an update at virk.dk. However, we recommend that you apply via the digital application form, as you will automatically receive a preliminary licence. The form also easily guides you in the direction of the licence category that fits your gambling offer. You must log in with MitID or MitID Erhverv to use the digital application form. The form is available at lotteriregler.dk

If you do not have a MitID, you can use a pdf application form, which is also available at lotteriregler.dk. This form is available from 21 November 2024. If you use this form, the Danish Gambling Authority cannot guarantee that you can get a licence valid from 1 January 2025 due to our four-week processing time.

Webinar on the new rules

On 26 November 2024 at 1 PM, the Danish Gambling Authority will host a webinar. All interested parties are welcome to join us. In the webinar, we will go through the three new licence categories and provide guidance on how to apply for a licence, including the digital application form. You can sign up by sending an email to Simone Wellendorph Lehmann at swl@spillemyndigheden.dk, no later than 24  November 2024 at 12:00 noon.
